Why didn't they dig it deeper when it was empty last year?

One rumor I've heard from a reliable source is, they were selling the soil. Nobody was interested due to price point.

Sounds logical to me that the guy in charge wouldn't give away soil for free. They'd rather make 100% profit from nothing, than give away free stuff for free.
