Whilst true -at least for the time being -having previously lived in Pattaya myself, I would never have dreamt of saying I lived in Chonburi. Only when stopped driving to Pattaya I would invariably tell the police that I was going to Sri Racha or Chonburi...sounded betterPattaya is in Chonburi province, I think.
It would not surprise me at some future time that Pattaya became a province in its own right
