New storm drains were installed along the road leading into Uthumphon Phisai and then new electric posts were installed. The villagers noticed that the electric post was installed directly through the storm drain and contacted the Amphoe. Officials came out and saw the work was substandard and notified the contractor, who promptly framed the site so a sidewalk would cover over the deficiency.

The Thai text says. "When an electric pole does not get out of the way."
I guess it would work for a small while until the drain gets blocked. The bottom picture is not the same pole.
Must of been done twice. Not enough room in the same easement and the contractor wanted to do the job.
SO This is the result.

After coverage on the Watchdog Facebook page, the electric pole has been moved and the pipe will be replaced

They however reported on a tambon that bought a multi purpose tractor to cut the labor costs of mowers.
The tambon paid 3.2 million baht from the electrification fund, the tractor retails at Kubota for 1.29 mill and the accessories retail for another 799,000.

By my calculations the missing
1,100,000 baht would pay for 3,666 full days of labour at a rate of 300 baht a day. It will be a while before the tambon sees it's savings
