Wanted a two bedroom house that is seccurable. Location from Chong Chom to Surin, 10 km east or west of highway 214. Price rang Zero (0) to 15,000 per month. Will take a 12 month lease and PAY 12 months in advance. (Hopefully not a shyt hole but leasers are willing to do fixer uppers and are dam good.)

I'd keep quiet about that higher limit Dave, as its vastly in excess of an avarage price for such a building. I would suggest a single unit shophouse would go for around 5>7,000b per month. There are loads of new ones popping up all around Surin. Take a drive through Surin 'Student-ville"

I know of a simular property not too far away (but not in the area you want) going for 2300b a month, for example.

Pattaya prices in chong chom, dont start a price war dave the thais will be ripping us off for sure ,Think1

Why do you think so, Thai owner has set this price.

In fact, one Thai already offered 10000 THB/month, but owner like to get 12000 THB.
House is in the City of Surin, have you seen other houses for rent in city?
It is the same as the prices of the land, in the center one Rai can cost THB 15-50 millions, but 20-30 km from center 150 000 THB / Rai
 
The owner might like to get 12,000, but, as Lukey says, it is expensive for Surin.
