Not quite true. Surin Khmer is the name of a distinct language. It is spoken in all northern Cambodian provinces. Maybe the statement is true much further south but not at the border.
I believe the dialect is know as Northern Khmer, after it's roots. As well as Surin it's spoken in Buriram, Sissaket and Sakeaw.
 
My wife told me the opposite.

Northern Khmer or Surin Khmer, Khmer Surin, all the same. We went across the border 2008 to a small Casino near the Chong Chom crossing. The staff couldn’t understand my relatives there but they spoke Thai and English.
 
Pol Pot actually stayed at the Thong Tarin hotel in Surin for some time at one point. I believe it was after his regime fell to the VN.

I saw a documentary years ago where people could visit the gravesite guarded by ex Khmer Rouge soldiers. They wanted 20 dollars US for the visit. This would have been soon after his death and didn’t last long.
