I just read a comment from back home to the effect that " if rentals require credit scores then rent payments should be included in credit scores". I know my 20 year old daughter and her room mate pay $1400 for a two bedroom apartment plus avg of $300 in utilities. Rental rates across N/A have skyrocketed, young people with short work history and limited credit are having a difficult time.

Many low income Thais regularly pay their utility bills, corner store and local seed / fertilizer shop on time and exist on credit but have very limited "real" credit history. It makes a hell of a lot more sense to include utilities in credit scores than see these poor people use secondary or illegal lenders.
