Of the estimated 16,000 million cubic metres of water in the aquifer, only about 11% of it is being pumped for use. The department study will explore ways of making the most use of it.

The article does not say that.
That article does mention "Surin is not included as it has a sufficient supply of surface water, thanks to rain brought by former tropical storm Podul." which did help a certain mud hole that service Soi Kola.:D But that storm did Jack Shyt for the overall province.:rolleyes::D:D. I guaranty they could put a couple of those wells in Kap Choeng.
 
Clean water is a precious resource.
Every tap into an aquifer is a chance to potentially damage or misuse an aquifer at a future date. :mask:
